Odisha Budget to be Tabled Online in push for Paperless Assembly
In a major propellant for Odisha towards its vision of going paperless, the State Assembly will operate digitally for the Budget session ahead, Speaker Surjya Narayan Patro has informed. Even the critical budget will be tabled online and debated on a virtual platform, he added.
The elected members of the Assembly can attend the proceedings from their respective residences by means of video conferencing. All transactions of the House shall be conducted on the National e-Vidhan Application (NEVA) mobile application. Each House member can put forth questions, while the intended MLA can reply to the questions on the portal directly. All other business of the House will also be conducted online.
The speaker had earlier informed that the complete process of upgradation of the House to e-Vidhan Sabha would cost an estimated ₹8.56 crores. Under a Central scheme incentivising such innovation to conserve the environment, the Centre shall pay 60% of the sum while the state has to bear 40% of the amount. In this case, the Centre shall fund ₹5.1 crores approximately for the project, while the state harbours the remaining balance of nearly ₹3.4 crores.
The Odisha Computer Application Centre (OCAC) shall provide the necessary training to Assembly staffs in the ranks of ASO, SO, Desk Officer, Under Secretary, Deputy Secretary and Secretary about a software called the ‘Odisha Secretariat Workflow Automation System’ for the operation of the office files online, Patro had said earlier.
