E-muster Roll across all Government Departments in Odisha Soon
In yet another step towards transparency in governance, Odisha plans to implement E-muster roll – storing rolls electronically for all departments of the state government. This step is being taken to prevent manipulation and bring greater transparency.
Additionally, the state will transfer wages directly to the bank account of labourers for all kinds of work executed by line departments. This move will ensure tighter monitoring of minimum wages and timely deposit of Employee State Insurance (ESI) and Employees Provident Fund (EPF).
The aim is to implement this initiative in two phases. In the first phase, October 2 onwards, the process is to be implemented in projects worth more than ten crores at the department of Works, Water Resource, Panchayati Raj and Drinking Water, Rural Development and Housing and Urban Development.
Subsequently, all other departments have been instructed to have the system in place by January 1, 2021, for the universal implementation of E-muster roll.
CM Naveen Patnaik reviewed the progress of implementation of the project via video conference. He said this could be a critical step towards transparency and accountability in executing works, one of the primary goals of the state’s 5T initiative. He also stressed on the use of robust technology to successfully implement this initiative in addition to enabling legal framework.
This initiative, under the 5T charter, will be headed by the Works department.
